GSA OASIS (One Acquisition Solution for Integrated Services)

Interested in receiving a contract from the GSA OASIS Solicitation?  Well there’s been some drama in trying to procure this contract of late.  According to FCW.Com (The Business of Federal Technology), formal protests with the Government Accountability Office (GAO) are already underway both on the unrestricted side, and the small business side (http://fcw.com/articles/2013/08/09/oasis-protest.aspx).  While USFalcon is challenging terms within the solicitation, a group called “The Voice of Small Business” is protesting the unrestricted contract’s evaluation criteria, which is used to determine Pass/Fail for the contract’s award.

However, once all the road blocks are cleared away, there is $60 Billion at stake.  Are these contracts viable for Small Business Government Contractors?  Absolutely!

In doing some research, FAR Part 30, 31 and 52 are included on these contracts.  You will be required to submit your APPROVED DCAA Indirect Rates with your contract proposal.  If you do not have approved rates, you will have to submit rates that are generated through your ACCEPTABLE ACCOUNTING SYSTEM.  Both of which are services Jameson & Company can help you with through our Phase I System Setup or Phase II CFO or Turnkey Services.  The major question however, is how you take on the contract.  If you bring it in as Firm Fixed price, then congratulations, your financial accountability will be minimal, in comparison to those who will have deliverables & reporting from a cost-reimbursement type contract.  In either case, you will have to answer to DCAA and have a 100% chance of being audited while under contract.
