The Section 809 Panel: Streamlining and Improving the Defense Acquisition Process

The Section 809 Panel is a congressionally mandated panel tasked with streamlining and improving the defense acquisition process. They believe bold improvements are needed to create an agile and simple defense acquisition process that provides the warfighter what they need, when they need it.

This panel consists of 18 commissioners who are senior marketplace and government leaders with more than 350 years of collective experience. They were created in section 809 of the FY 2016 National Defense Authorization Act (NDAA) and amended by section 863(d) of the NDAA for FY 2017. They have two years to develop recommendations for change in the regulation and associated statute. This panel is a catalyst that restores agility and simplicity to defense acquisition through bold and effective solutions.

The Section 809 panel is looking for information from stakeholders that have done business, or are trying to do business, with the Department of Defense. They are asking questions that will guide them in the path forward to bold recommendations. Some of these questions include, but are not limited to:

  1. What are the strengths of the Small Business Innovation Research / Small Business Technology Transfer (SBIR/STTR) program?  How can they be improved?
  2. What are your experiences with the mentor-protégé program? Are there things we can do to help improve it?
  3. Have you worked through a Procurement Technical Assistance Center to pursue defense contracts?  If so, what was your experience like?

The panel is open to any recommendations you may have on how to improve defense acquisitions. You can submit ideas and recommendations on their website. You can also find information on their full panel meeting, as well as their research teams’ periodic stakeholder meetings.
